Applying a breakdown filter when an element level target is deleted and the same element is chosen while applying the filter breaks the Dashboard Description The dashboard does not render due to javascript errors when a widget is configured to show targets, but the target value has been removed for an indicator and breakdown.

Steps to Reproduce

1. Create a breakdown source (Incident.Priority) to the dashboard. 2. Add a PA - Time Series widget (OOB - incident open - line) to the Dashboard and make sure widget is following the element. 3. Click on the series to navigate to Analytics Hub. 4. Apply filter (I.e. Priority 1 - Critical). 5. And also apply Target (eg: Target - 25 - from April 2nd). 6. Now, navigate to Indicator form (In this case : Number of open incidents) and observe a row is created for Target under Target tab. 7. Now, delete the row by selecting the checkbox and delete option from the dropdown and save the form. 8. Navigate to the above breakdown dashboard and apply a filter for which a target is deleted (In this case apply Priority as 1 - Critical).

Observe the browser console error displayed, and no filter is applied on the widget.

Workaround After carefully considering the severity and frequency of the issue, and the cost and risk of attempting a fix, it has been decided to not address this issue in any current or near future releases. We do not make this decision lightly, and we apologize for any inconvenience.
