users with only 'itil' role are unable to create new Standard Change Proposals. users with 'change_manager' role are able to create new Standard Change Proposals 'change_manager' role contains the 'itil' role However, ITIL users can also create new Standard Change Proposals, but they have to do it via the Standard Change catalog.

Navigate to Change > Standard Change Catalog Click on 'Template Management' link Then click on 'Propose a new Standard Change Template'
