Menu item "Requests" is not getting updated when the user submits a catalog item in the Service Portal.

This is by design. The Requests Menu item will not get updated unless the request was "Opened for" or "Requested for" the user.
The "Requests" header menu item displays only the requests Requested for the user who is accessing the Service Portal. It does not matter if the sc_request item was opened by the user. If the request was not opened for / requested for the user the requests will not get updated.
To test try to submit a catalog item by filling out the Requested for user as the user who is currently logged in. You can see that as soon as the request is submitted the Requests will be incremented by one.
