Issue Description: CMS iFrame Block does not resize on content change

Business Impact: Some

Investigations carried out so far and any findings: Found PRB662540 which describes same similar issue, was closed as Can't Confirm. Was not sure if i should reopen that one or open a new one, decided to open a new one. Reproducible on all supported releases

Steps to Reproduce

1 - Login as administrator. 2 - Import the attached XML files ( sys_portal_preferences , sys_ui_page , content_block_iframe , content_page , sys_portal ). 3 - Navigate to /ess/iframe_testing.do . 4 - Click anywhere inside the yellow block.

Observe the iFrame does not resize to fit content which is 500px. If you right click inside the yellow block and Open Frame > New Block > Yellow block, the iFrame will expand.

Workaround After carefully considering the severity and frequency of the issue, and the cost and risk of attempting a fix, it has been decided to not address this issue in any current or near future releases. We do not make these decisions lightly, and we apologize for any inconvenience.

As a workaround, edit the CSS of a style sheet associated with the theme, to set the ' min-height ' of the iframe to some large value such as 5000px so that the full content is displayed.
