The fix requires replacing the deprecated SC Order Guide widget with the current version.

Go to the order guide page in the Service Portal page editor using this URL path: /sp_config?id=page_edit&p=sc_cat_item_guide&table=sp_instance&sys_id=10a030e347230200ba13a5554ee4904e Scroll to the bottom of the page and select SC Order Guide from the Widget drop-down list to replace SC Order Guide Deprecated. Save the record and verify that the attachment button appears in the order guide.

Note: The attachment button appears within the catalog item inside the order guide, not at the order guide level.
