Cause System property “change.conflict.blackout” is false

Resolution Set the system property “change.conflict.blackout” to true to ensure that platform will attach the blackout schedule or maintenance window after conflict detection run on change request

Related Links This system property “change.conflict.blackout” is used in Script Include 'ChangeCheckConflicts' which is called by UI Action 'Check Conflicts'. By default this property is true.
