In list v3, "is one of" filter condition with language selection "--None--" not working Description In list v3, "is one of" filter condition with language selection "--None--" is breaking the query and not returning any results

Steps to Reproduce

Activate list v3 plugin and make sure "I18N: Internationalization" plugin is not activated

1. Log on to any out of the box instance 2. Impersonate user "David Loo" (by default this user will have --None-- as language) and create requested item from an catalog item for example, "Apple iPad 3" 3. Impersonate as "System Adminstrator" and update user "System Adminstrator" language to "English" in sys_user table 4. Create requested item from an catalog item for example, "Apple iPad 3" ( this time, it will be created by user "System Adminstrator" with language "English" ) 5. Open the list sc_req_item and build a filter condition "Request=>Requested for=>Language" with "is one of" and select language "--None--" and "English"

Expected behavior System displays the requested item which has language either "English" or "--None--"

Actual behavior System displays the requested item which has language as "English" and record with language "--None--" are not displayed
