[Accessibility] Hovering over the information icon provides extra information in a pop-up window, which is not accessible via keyboard Description On an incident form, hovering over the reference icon "i" with a mouse displays extra information in a pop-up window. This function is not available to keyboard users.

Steps to Reproduce

Navigate to Incident > Open . Click on any incident to open it. From your keyboard, use the "tab" key to move the highlight to any "i" button. Note that there is no way to open the pop-up window. Now use a mouse to hover over the "i" button. Note that the pop-up window now displays. Workaround This issue is under review.
