This behavior changed in the Orlando release and later versions. The ChangeProposed script include contains a function called isNew() that checks whether the change is in the New state and controls the availability of the Add CI UI action accordingly. When the change moves past the New state, the UI action is no longer available, preventing users from adding affected CIs.
